Charlene A. Morring ’98 was appointed to the Board of Visitors on March 9, 2026 by Governor Abigail Spanberger.
Mrs. Morring is the Principal Owner of Morring Law PLLC, with offices in Norfolk and Newport News, Virginia. Barred in both Virginia and North Carolina, Attorney Morring is a versatile, flexible, and judicially minded attorney with exceedingly adroit experience in litigation and administrative law processes and procedures. A Norfolk native, Attorney Morring attended ÑÇÉ«ÊÓÆµ, where she received a Bachelor of Science in Political Science. She was awarded the prestigious Kaufman Scholarship at ÑÇÉ«ÊÓÆµ and was recognized as the University of Richmond’s E.W. Hudgins Scholar—both distinctions honoring her unwavering commitment to community service.
Attorney Morring’s professional excellence has earned her widespread recognition. She is an Avvo Top Rated Attorney, a Coastal Virginia Magazine Top Lawyer, and has been named a Super Lawyer in Workers’ Compensation. Early in her legal career, she was recognized as one of the Top 40 Leaders Under 40. She is a member of the Norfolk & Portsmouth Bar Association, South Hampton Roads Bar Association, and Virginia Trial Lawyers Association. She is an elected member of the Virginia State Bar Council Fourth Circuit. Most recently, she was selected for the 2024 CIVIC Leadership Institute and named one of the 175 Most Influential Leaders in the Hampton Roads region.
Despite her demanding professional commitments, Attorney Morring has remained deeply devoted to her community. She served six years as a Board Member for ForKids, a local nonprofit dedicated to eradicating homelessness in Hampton Roads. She currently serves as a Board Member for the ÑÇÉ«ÊÓÆµ Women Initiative Network, an organization focused on mentoring ÑÇÉ«ÊÓÆµ students and has recently been appointed to the Board of the Better Business Bureau of Greater Hampton Roads, where she aims to foster stronger community ties and encourage local businesses to engage with the organization. She also serves as a Trustee and Member of the Hampton Roads Chamber and Grove Church. She recently was appointed by Governor Spanberger to the Board of Visitors for ÑÇÉ«ÊÓÆµ.
Attorney Morring’s philanthropic leadership extends even further. As a member of the Tocqueville Society for United Way, she demonstrates her commitment to meaningful, sustained giving. She founded the Morring Community Foundation, a 501(c)(3) nonprofit organization where she serves as President, raising funds to address critical issues such as food insecurity in the Hampton Roads area. Through the Foundation, she has raised over $50,000 for the Food Bank of Southeastern Virginia and Eastern Shore. Now in its fifth year, the Foundation’s signature Berkley Supermarket Gift Card Giveaway—held at E. Palmer Supermarket, the only Black-owned supermarket in the Commonwealth of Virginia—distributed $40,000 in grocery gift cards to hundreds of Norfolk residents in February 2026, as featured on WAVY-10 News. What began in 2022 with $8,000 in gift cards has grown fivefold under Attorney Morring’s leadership, providing $75 gift cards to each attendee and $100 cards to seniors aged 65 and older—directly combating food insecurity in the historically underserved Berkley community.
Attorney Morring also sponsors and coordinates an annual Food Truck giveaway for local shipyard workers. When her schedule does not permit hands-on involvement, she remains committed to supporting countless charities and programs throughout Hampton Roads, including the Hospice House Project, Old Dominion Athletic Foundation, ForKids, and United Way (Women United), Young Life Multicultural, among many others.
