Purchasing Policy Update

Effective July 1, 2025, the ÑÇÉ«ÊÓƵ Research Foundation Purchasing Policy has been updated to align with regulatory changes, to reflect the growth of the research enterprise at ÑÇÉ«ÊÓƵ, and to streamline the purchasing process.  Significant changes include increased thresholds for micro-purchases (<$10,000), purchases needing only internet, telephone or catalog pricing (<$25,000), purchases needing written quotes (<$250,000), and purchases requiring sealed bids (>$250,000).  In addition, purchases using ÑÇÉ«ÊÓƵ/ÑÇÉ«ÊÓƵ Research Foundation Preferred Suppliers are exempt from competitive pricing requirements or sole source justification when ÑÇÉ«ÊÓƵ/ÑÇÉ«ÊÓƵ Research Foundation pricing is honored.  The Purchasing Policy was also revised to include clear guidelines on the purchase of hazardous and/or export-controlled materials.  If you have any questions about the new policies, please contact rfpurchasing@odu.edu.
